Pepperell Settlement Agreement
The Pepperell Hydroelectric Project is located on the Nashua River in Pepperell Massachusetts. The project was recently deemed jurisdictional by FERC and Renewable Power Consulting was hired to assist in retaining the initial license. We developed the PAD and conducted all public and agency consultation meetings. Licensing was complicated by the presence of invasive species and potential costly fish passage requirements. Through careful negotiation and recognition of each parties needs, we were able to develop a settlement agreement covering all aspects of the projects future license. The proactive approach minimized the need for extensive studies and shortened the time line for submission of the final license application. In addition to the PAD and settlement agreement, we prepared all the license exhibits for the final license application.
